Notify mobile users who are offline that they have data from previous rounds not synced from offline rounds submitted

App does not reflect answer history in rounds that have not been synced to the GoPlant server from the mobile device

Currently the mobile app does not pull any previous (unsynced) round data from itself to use in a newly started round.

If we had some sort of dialog box that pops up when starting new rounds (without syncing the last set) to warn people to sync rounds before starting a new one (example: “There are Rounds present that have not been synced to the GoPlant server. Are you sure you want to start a new Round?”), then I think that would be pretty helpful.

Use case scenario, user collects data while in offline mode and never syncs to server. User then collects data again on same round but that round does not display previous round history because it was never uploaded to server. Request is to either notify the user that there is unsynced data, or display answer history from offline data cache.
