Add functionality to allow duplicate external tags to be added to multiple assets on the same form / adding duplicate tags to assets.

The "allow duplicate external tag data" setting currently allows:

• A single asset to use the same tag across multiple forms

At this time, that setting does not allow:

• Multiple assets to use the same tag across a single form

There is a request to change this functionality to allow multiple assets to use the same external tag across multiple forms. Relaxing the restriction to allow a tag to be used for the same form across multiple assets will require development work and business logic design change discussion.
