Add functionality to lookup tools to be able to be selected on forms located in a different storage group than the lookup tool.

When you copy a form that already has a form/lookup tool selected while it is in the same SG as the form/lookup tool to another SG it retains that lookup tool even though it is now in a different storage group.

Based on this example it seems like the form lookup tool is functional even after you copy it to a different storage group, but based on current functionality it is not possible to simply create a new form and associate a lookup tool that is in a different storage group.
