Set the trigger response comments to an exception

On a step's trigger, you can setup a response option for the operator to enter a comment. However, this comment does not show up in the Exception Widget. If the comment can be set to a trigger level, then the comment would be treated as an exception and would also be included on the Exception Widget on the dashboard as a separate line item - currently the comment is only found when selecting the (i) button on the step condition information and is easily missed.
