Be able for a supervisor to commit an incomplete drafted round

If a round is partially complete and drafted, and the missing steps are required (*), then the only way to remove the draft is to either complete the round or delete the draft with the partial data.

It would be nice for a supervisor to be able to commit an incomplete round as-is, particularly when conditions have changed and collecting the missing data would not be correct. At least the data collected up to that time can be saved.
