Function known from Analyst. Efficient to locate harmonic families

  We can implement with a Diagnosis/Protean.  But it would be good to have it prebuilt to SKF standard so user can simply apply.

  I think for unknown/unexpected Harmonic family it would be nice to have a quick overview about potential Harmonic families. Rules will only work if you know in advance all of them.

  HAL in Analyst is much more stable than Monitoring/Frequency/Speed following for alarms/trends. It has some way of accounting for raised noise floor so the output does not rise and fall so much. Therefore alarms can be tighter. The observed trend is more meaningful. Can someone please study that code?
