Phoenix Alarm API modification

Currently the query 
{{CurrURLwithPort}}/v1/points/{{CurrPointID}}/trendMeasurements?IncludeAlarmInfo=true

only returns Alarm information if the Alarm was first initiated on that exact date/time.

Customer requested that this query return the current alarm status for the date/time that is being queried.  Then, the customer does not have to keep track of alarm levels and do the comparison himself for every new reading.
